CIF doesn’t have a structure. The unwritten rule in the ones I have attended is that a quarter final team gets a person on each team.
Team eliminated in the second round (32) one player one 2nd team.
Teams eliminated in the 1st round (32), if they get one, will be on 3rd team.
There are always outliers, and with last year being the first year of the new tiered system for competitive equity, that might change.
